PCQI Certification & Responsibilities: What the FDA Requires

An FSMA Preventive Controls Qualified Individual (PCQI) plays an essential role in a food processing, manufacturing, or management environment. While not technically a formal FDA food safety certification, it is a qualification that recognizes the individual as a specialist who has successfully completed standardized food safety training to oversee a facility’s food safety.

Under FDA regulations (the FSMA), food safety plans must be created by a recognized PCQI—either by writing them or by overseeing the process.

Is PCQI a Required Qualification?

A Preventive Controls Qualified Individual supports the preventive approach at the center of a Food Safety Modernization Act (FSMA) food safety plan. Instead of responding only after contamination, a food safety program should identify hazards, establish controls, monitor their effectiveness, and document actions taken when issues occur.

A PCQI does not have to be an external consultant. However, under the Preventive Controls for Human Food rule, certain activities at covered facilities must be completed or overseen by a PCQI. A business may appoint an appropriately qualified employee, provided that the employee has the knowledge required to develop and apply the facility’s food safety system.

Core PCQI Responsibilities

The PCQI has active responsibilities within their business or facility; primarily, these include developing or overseeing the preparation of the facility’s written food safety plan. This plan should reflect the products, processes, equipment, people, suppliers, and conditions at the specific site.

Key PCQI responsibilities include:

  • Developing or overseeing the preparation of the food safety plan
  • Conducting or overseeing hazard analysis
  • Identifying appropriate preventive controls
  • Validating preventive controls where required
  • Reviewing food safety records
  • Overseeing reviews of the food safety plan
  • Supporting corrective actions when controls are not working as intended

These responsibilities make the PCQI a key link between written procedures and what happens on the facility floor every day.

PCQI Training and Qualification

A person may become qualified through successful completion of training in the development and application of risk-based preventive controls that are at least equivalent to an FDA-recognized and standardized curriculum. Alternatively, they may be qualified by relevant job experience demonstrating the ability to develop and apply a food safety system.

Many businesses choose standardized PCQI training as a clear, practical route to demonstrating competence. Completing a recognized course provides a certificate of completion or attendance, which can be retained as evidence of the individual’s training. However, it is the person’s knowledge, training, and job experience—not a standalone certificate—that supports their qualification.

Facilities should also confirm whether the Preventive Controls for Human Food rule applies to their operations. Applicability may depend on the type of food handled and the activities the business carries out. Some operations may be subject to other requirements or exemptions, so businesses should assess their regulatory position carefully.
